Programs & Services

CBDOC is poised to design programs and activities issues reflecting the diversity of Black migrants and Refugee communities, including but not limited to immigration and Refugee policy inclusion and design, Housing, healthcare, education, employment, and entrepreneurship in addition to working towards the elimination of barriers faced by Black migrants and refugee communities to help them improve their access to provincial, federal, and community agency services and programs ensuring that their interests and needs are reflected in Development programs and service delivery.

Policy Analysis and Tracking

CBDOC plays the role of insiders and has become an integral part of Canada’s policy process, which provides research and analysis for key agencies within the government, or as outsiders which attempt to get youth ideas incorporated into policy by conducting research and analysis that is then aggressively marketed to policy elites and the public.

There is often a clash within these institutions and in the policy community for those who feel they must be “policy relevant” and get their research in the hands of policy makers in order to have any value. This is an age-old tension between the world of ideas and the world of policy.

Policy engagement and Outreach

The activities that CBDOC is actively involved in, include a balance between research, analysis and outreach.

The range of activities that CBDOC engages in include: framing Black people and Refugees policy ideas, researching and writing books, articles, policy briefs and monographs, conducting evaluations of government Black people and Refugees development programs in the key identified issues (employment, education, health, and human rights); disseminating their research findings and conducting various outreach activities (public testimony before Parliament, media appearances and speeches).

Black Think Tank for Development options

This is the voice of CBDOC involvement in policy matters in Canada and this initiative plays a vital role in facilitating selected Black immigrants and Refugees with diverse expertise which has been key in a greater understanding of the role Black migrants and refugees play in the policy making process in Canada.

The think tank provides solid public policy research, analysis and advice on the four critical issues concerning Black people and Refugees but not limited to employment, Housing, education, health and social welfare. While the primary function of the Think Tank is to help government understand and make informed Black people’s choices about issues of concern, we also play a number of other critical roles, including: Serving as an informed and independent Black people’s voice in policy debates, Identifying, articulating, and evaluating current Black policy issues, proposals and programs, transforming ideas and emerging youth related problems into policy issues, Interpreting Black critical issues, events and policies for the electronic and print media thus facilitating public understanding of Black policy issues, Providing a constructive forum for the exchange of Black people and Refugees policy ideas and information and facilitating the construction of “issue networks” which is key Black people and Refugees policy ideas policy discourse.

Black Newcomers Settlement

Black immigrant and Refugee populations continue to face unique immigration challenges, mainly rooted in Anti-Black discrimination. From experience, Black immigrants have brought tremendous value-contribution to countries they choose to call home, from meeting the labor needs of hosting countries to enriching multiculturalism.

Yet, the world is rapidly changing, and immigration systems continue to evolve with it. Continued innovation is critical to amplifying the benefits of immigration for both hosting communities and Black immigrants/Refugees themselves.

Thus, CBDOC Newcomer Settlement Program aims to Black Refugee Claimants through their immigration journeys, health care system, social services, housing, legal, employment and education. This is all done in an effort to make their transition to life here in Canada smoother.
